Cathy Rice, the non-competitive squad skated once to twice a week with self improvement as as its

A Day To Remember

Prior to 7:30 a.m. teachers 
began to fill the College Center's 
1839 Room. Signs were being 
taken out of storage and arranged 
in place in front of Dwight Hall. 

Simultaneously, in Dwight 
Auditorium, chairs were being 
counted and the microphone 
was being tested. 

While, in the Maynard Street 
parking lot, cars were being 
towed in order to make room 
for faculty cars and one heli- 
copter (for Jim Martin, Chair- 
man of the Board of Regents). 

The day was Saturday, Feb- 
ruary 28, 1981. The day will go 
down in the history of Framing- 
ham State College as a very im- 
portant and most gratifying day. 

Reorganization — 
A Brief History 

The day actually started years 
earlier. Funds were generously 
allotted to the state colleges and 
universities until the election of 
Governor Michael Dukakis. 
When Dukakis came into power, 
the steady flow of funds ceased. 

At the same time, those legis- 
lators who strongly supported 
the state college system left their 

posts for a variety of different 
reasons. 

Governor Dukakis' adminis- 
tration emphasized "budget 
control" and this hurt the col- 
leges. However, Dukakis did 
support the idea of broadening 
the character of the system; he 
also favored the placement of 
more women and minorities on 
the governing boards of the 
schools. 

In 1978, Edward J. King was 
elected as Massachusetts' new 



Governor. King supported 
private industry and its growth; 
he did not support the state's 
program of public higher 
education. 

Reorganization, a word ban- 
tied about in the Legislature for 
years, started soon after King 
took office. Almost 

immediately, he asked the state 
colleges and universities to raise

budget. The budget is a money 
document; reorganization deals 
with colleges and people. Yet, 
the two managed to become one. 

Governor King's men on the 
Hill, namely Speaker of the 
House Thomas McGee of 
Lynn, Senate President William 
Bulger of South Boston, and 
Chairman of the House and 
Senate Ways and Means Com- 
mittees — Rep. John Finnegan 
of Boston and Sen. Chester At- 
kins of Concord, instituted the 
rider. 

The ironic thing was that, in 
1978, a special commission was

their tuitions in order to relieve 
the state from such expenses. 

The message was becoming 
clear. The state wanted little to 
do with the state colleges. 

July 1 , 1980, as part of the re- 
organization bill, the post of 
Secretary of Education was 
abolished. The Governor 
managed to make obsolete the 
only spokesman of public higher 
education close to him. 

The reorganization bill was 
hardly a bill. It was a rider at- 



formed to look into a plan for 
reorganizing the state colleges. 
The commission was just about 
due for a report to the full 
House. The rider undid two 
years of hard work and wasted 
thousands of tax dollars. 

(A rider does not receive a 
"yea'V'nay" vote. The budget 
as a whole gets voted on and a 
"yea" vote accepts the budget 
and all riders; conversely, a 
"nay" vote rejects the budget 
and all riders.) 






POLITICAL 



The passage of the budget 
gave Governor King immense 
power. He was allowed to pick 
the entire Board of Regents and 
chose a Board of Trustees for 
each state college. In total, it 

granted King the power to make 
239 political appointments. 

The Board of Regents, often 
referred to as the "Superboard," 
was sorn in by the Governor last 
August. The Board consists of 
Chairman James Martin, An 
Wang, Dr. Charles Sanders, 
Ray Stata, ex-Governor Foster 
Furcok), Dr. George Hazzard, 
Sister Janet Eisner, George Elli- 
son, David Paresky, Robert 
Cushman, Norman Zalkind, 
David Beaubien, Arnold Fried- 
man, Elizabeth Rawlins, Francis 
Nicholson. Paul Guzzi was 
named the Baord's Acting Chief 
Administrator. 

Framingham State College 
was chosen as the location for 
the swearing in of all of the 
Board of Trustees from all of 
the state colleges, community 
colleges and universities. 

Saturday, February 28th 

As the trustees, Regents, and 
guests approached Dwight Audi- 
torium for the ceremony, they 
were greeted by about 100 
faculty and AFSCME (American 
Federation of State, County, 
and Municipal Employees) 
workers holding signs. 

The AFSCME workers had 
their signs draped around their 
necks. The teachers positioned 
signs, about 9 feet tall, around 
the area. 

At 9:15, the ceremonies began 
with a welcoming speech deliver- 
ed by D. Justin McCarthy, 
President of Framingham State 
College. 

McCarthy said that it was 
most appropriate to have the 
swearing-in take place at Fram- 
ingham State College. He said 
that FSC has played a "unique 
role" in public higher education, 



being that it is the "oldest state 
supported institution to prepare 
teachers in the United States." 

Horace Mann, a lawyer, in- 
stituted public higher education. 
Mann believed in "equality of 
opportunity of education for all 
people." 

James R. Martin, Chairman 
of the Board of Regents, 
followed McCarthy. He said, 
"Since the reorganization of all 
public higher education is a 
matter which will have profound 
consequences for our Common- 
wealth, these trustees have been 
selected by Governor King to 
assume an enormous responsi- 
bility. The Board of Regents 
and the local trustees will be 
taking a serious look at the 
quality of educational programs 
and services offered at every 
institution in order to achieve a 
well-coordinated system and 
promote the most responsible 
use of the state's resources." 

Martin told the audience that 
the responsibilities of the new 
trustees are to "develop and 
maintain a comprehensive sys- 
tem of public education of high 
quality," prepare admission 
standards, prepare budgets, de- 
sign new programs, decide tui- 
tion and administer plans of the 
system. 

Martin concluded by saying: 
"I am sure we will be able to 
accomplish a great deal." 

John Duff, Chairman of the 
Public College Preidents, was 
the next speaker. 

Duff said that the Regents 
and trustees will "shape the 
future of higher education until 
the end of this century." 

Duff also noted that Massa- 
chusetts is ranked 50th when it 
comes to the amount of tax 
revenue spent on public educa- 
tion. The state is also 50th in 
amount of money allotted in the 
budget (4%) for public education. 

The most important task 
facing the new trustees, accord- 
ing to Duf, is being able to 



"keep atune to the changing 
attitudes in society." 

Although Massachusetts is 
ranked 50th in the country on 
public higher education expen- 
ditures, Paul Guzzi, Chief Ad- 
ministrating Officer, noted the 
increase in money spent over the 
years due to inflation. In 1965, 
the budget was $35 million; in 
1980 it was $340 million. 

Guzzi told the trustees that, 
"our job today, and it is just be- 
ginning, is to make it work." 

Chairman Martin warned the 
trustees to prepare their institu- 
tions for the future. If student 
loans do get cut, like President 
Reagan is asking Congress to 
do, Martin predicts that the 
colleges will be "glutted" with 
applicants. He does, however, 
admit that this "won't be easy." 

Sister Janet Eisner and Norman 
Zulkine, President of South- 
eastern Massachusetts Univer- 
sity also spoke. 

Eisner emphasized the fact 
that the "strength of the state 
system will depend on the indi- 
vidual strengths of the colleges." 
She also emphasized the need of 
each institution to develop its 
own five year plan. 

Zulkine said that the "educa- 
tion dollar must be managed." 
He also told the trustees to "set 
high standards" for their 
institutions. 

Governor Edward J. King's 
appearance came late. As he 
entered the auditorium, everyone 
rose and give him an ovation. 

Before his entrance, King was 
met outside Dwight Hall by the 
faculty and AFSCME workers. 
At that time, King promised 
George Damon, leader of the 
faculty's Ad hoc Faculty Com- 
mittee, that he would meet with 
him after the day's events. 

King began his speech by say- 
ing, "This is an historic occasion 
for the future of public higher 
education in Massachusetts. We 
could not purchase the kind of 
talent represented on these

boards and the kind of leadership 
these trustees will bring to our 
colleges and universities." 

King called the state and uni- 
versities "a major resource for 
the Commonwealth of 
Massachusetts." 

He also said that the state 
colleges "are among the finest 
in the country." 

Speaker of the House of 
Representatives, Thomas 
McGee told the trustees that, 
"you assume a tremendous 
responsibility today... take this 
responsibility and do the best 
you possibly can." 

McGee spoke well of the 
youth in the state when he said, 
"The best resource we have 
always had in this state is our 
young people... no matter where 
we go it depends on the youth 
of this country." 

Senator Gerard D'Amico, 
Chairman of the Education 
Committee, was the last speaker 
at the ceremonies. He called re- 
organization "a time of great 
opportunity as well as challenge. 

He also told the gathering 
that there is a "mutual respon- 
sibility between the government 
and the population." And, 
"We stand ready and willing to 
assist in any way to make the 



system work." 

After the ceremony, the trus- 
tees had their pictures taken 
with the Governor. 

While the Governor was with 
the truestees, the faculty vigil 
continued. Patiendy, they awaited 
the time they would have with 
Governor King. 

As the Governor emerged 
from Dwight Hall to meet with 
Mr. Damon, everyone converged 
on the stairs to the entrance of 
the Hall. Media, students, and 
faculty all awaited King's ex- 



planation with great anticipation. 

King told Damon that he was 
unaware of the fact that the 
faculty and AFSCME workers 
never received their raises. He 
said he would speak to House 
Speaker McGee and tell him to 
rush it through the Legislature. 
King also told Damon to call his 
office in a few days to check on 
♦he procedures. 

As the Governor drove away 
in his limousine, the crowd dis- 
persed. The teachers, even Mary 
Murphy, President of the local 
Massachusetts Teachers Associ- 
ation, who was opposed to the 
vigil, was happy with the results. 

During the ceremonies, a pro- 
'ife group of about 12 people 
had gathered in front of the 
College Center. They were there 
to show the pro-life King their 
disapproval of the abortion 
clinic which just opened in 
Framingham. 

Sleet began to fall about an 
now after the crowds had disap- 
peared. It seemed the perfect 
ending of the day. The weather 
held off as a welcoming to the 
new trustees and a way to say 
"good luck." However, the 
sleet showed that the future will 
not be easy and often marked 
with circumstances beyond any-

one's control. 

The Future 

The Board of Regents and 
Boards of Trustees have been 
completed and are in working 
order. Only the position of 
Chancellor remains to be filled. 

However, it is not known 
when or if a student will be al- 
lowed to serve on the Board of 
Regents and on each of the 
Boards of Trustees. It is also 
not known if the student would 
be elected or appointed. It is 
known that Governor King, the 
Framingham State College 
Trustees, and many legislators 
support a student representative

on both Boards. 

The teacher's pay raises have 
not, as yet, been granted. Go- 
vernor King claimed to have no 
knowledge of the fact that the 
allotted raise money was never 
received. Saturday, he found 



out and said he would help get 
the teachers their overdue raises. 
The teachers are still waiting. 

It is imperative that the Board 
of Regents and Boards of Trus- 
tees recieve input from the 
faculty, students and parents of 
the students as to what they feel 
to be the needs of the college. 

Saturday, February 28th, 
1981 was a landmark day for 
public higher education in the 
state of Massachusetts. It was 
also a landmark day for Fram- 
ingham State College. The first 
normal school was the setting 
for the new beginning of the 
Massachusetts State College 
System.

Dedications 



Dr. Betsy Harter had devoted over a decade of her life to teaching English literature to Framingham 
State College students. Her death as a result of a sudden illness in the spring of 1981 shocked and 
saddened everyone she had touched in any way. 

To her colleagues, she was an intelligent, professional and personable addition to the college's English 
department. To her students, she was not only a widely knowledgeable and excellent instructor, but a 
concerned advisor who was eager to help in any area, course-related or not. 

She will perhaps be remembered best for her spirited wit, both within and outside the classroom 
confines. Few others could inspire her students to chuckle over Lord Byron in the way Besty Harter did. 

Nothing could compensate for the loss of such an exceptional person whose influence left a lasting 
impression on a great number of students. We can only dedicate the 1980 - 81 Dial to her memory - but 
no one who knew her could ever truly forget her.
